In 1993, Government of India, headed by Prime Minister Shri P.V.Narsimha Rao, appointed one High levels Committee headed by the then Home Secretary Mr. N. N. Vohra. The other members of the Committee were Revenue Secretary, Director Raw, IB and CBI.

Vohra Committee reported very grave situation of the country that under POLITICS-CRIME-BUREAUCRACY-NEXUS, parallel governments of mafia elements are having their sway in every nook and corner of the country, pushing the government apparatus into irrelevance.

Today corruption is an acute problem everywhere and at every level. Implementation of law is practically non-existent. Every citizen is a sufferer in the system. Bureaucracy provides technology for corruption, while politicians are real and most beneficiaries. The guarantee of the Fundamental Rights, enumerated in the Constitution, virtually became meaningless and fractious. Redressing of the genuine and legitimate grievances of the people, being looked after by the hostile powers with fruit-less results.

Do you think that the present system is capable of being to provide an administrative system, which can work just for public good.

In short, in last 54 years of independence, India have achieved one thing that today even not a single Leader is seen, having place in the heart of the people of the Country, as a true National Leader, while 50 years ago there were a long list of National Leaders in the Country. Now, you can't find a National or spotless politician.

Starting from the high office of the Prime Minister at the top and a peon at the lowest level, it is very difficult to find one, free from clouds of corruption or spotless person.

As per the Constitution of India, Parliament is Supreme, but we have seen that Late Choudhry Charan Singh, Shri Chandra Sekhar, Shri H. D. Devegowda, Shri Inder Kumar Gujral and many others were able to became Prime Ministers, under political bargains. They always hold the Office of the Prime Minister and subsequently were removed under similar political bargains. During their tenure larger public interests were put at a stake. Parliament has also failed to prove it's supremacy, and even not able to conduct its true business to pass most urgent and important legislations. In this context we can refer Lok Pal Bill, which could not passed even in last 30 years, because of the vested political interests. Still a Bill is pending before the Parliament, but, even if it enacted as a law, it can't check corruption in high offices.

Scandals, Frauds, Murders and other Crimes including arsenal, looting, with full immunity are every days News, from every part of the Country. We cant find a single Constituency, (whether Elections were for Lok Sabha or for any State Assembly or for Local Self-Governments) where free Election (free from Voters point of view) is possible. As per the Election Commission of India, in last Lok Sabha (1998) Elections more than 1,000 candidates were accused in some or other Criminal Proceedings. Therefore, how we can expect from present democratic system and set-up to produce necessary law, required for good governance. Resultantly, no one is accountable before the LAW AND SYSTEM. A large number of Politicians are accused of corruption, but till today not a single politician is booked for his wrong doings.

WHENEVER any politician became accused in one or more Criminal proceedings, his one and one claim would be that till charges are not proved, he is innocent. But, under the present democratic system, every politician is in Politics or considered influential, bureaucracy cant book him with strong hands.

We need to change such basic principle that an accused cant be termed as a Criminal, till his crime is proved, but at the same time, he has no right to claim himself innocent, till his innocence is also not proved before a Court of Law, through his right/duty to defense based on the Truth.

Work of the politics is a service to the Nation and/or People. When one is joining politics, he committing that he would serve the nation and people. Therefore, this should be his first and foremost duty that he is not only honest enough, but should be seen and accepted as honest by the real beneficiaries (people) from his service, irrespective whatever may be decided by law of land about him. Then only every person, whatever office he may be holds, can be made accountable before both the LAW AND PEOPLE.

Effective governance through citizen's active participation and cooperation as stakeholders is not possible at all, until and unless our Democratic system is not changed. Do you think that present democratic system is capable to provide administrative system, which can work for public good. In our view, this is ample clear that unless the reins of powers are not given in the hands of the people in true sense, through appropriate democratic mechanism, and every person, whatever position he might holds, is not made accountable to people, the various problems persist now, cant be removed.

If, we are interested to Formulate INDIA as ITSUPERPOWERINDIA and to possess a strong democratic system, which can ensure good governance fully based on accountability, as per wishes and aspirations of the people and can accomplish necessities of the People, then we need a new Model of Democracy suitable to India and its people and can ensure remedies for each and every grievances and ensure further that no one is above of the law in practice.

In view of all such facts and circumstances, a Book evolving a new democratic MODEL: A MODEL OF NEW CONSTITUTION FOR INDIA has been written. In this context, we feel that it is high time when people from different fields and representing each part of the country, using their own experience, should rise with a strong determination to use their FUNDAMENTAL RIGHTS OF FREEDOM FOR THOUGHTS AND EXPRESSIONS. To unearth the reasons that lie at the root for such situations and to solve the issue, in higher national interests. India has to emerge as one amongst the strongest democracies in the entire world, and its past glory of Golden Bird should be restored. We are confident that after going through the Book every participant will able to analyze the deficiencies of the present Constitution of India and would try to supplement, complement and subscribe to form one strong National Opinion evolving one Model for the New Constitution.

National Commission for Review of Working of the Constitution can't do this job, in considerations of its terms of reference and limitations.
