Respected Sir,
This has with reference to Advertisement published in The Telegraph, English Daily Newspaper dated 12th May 2003, by the PARLIAMENT OF INDIA, RAJYA SABHA, under caption "Information for General Public" about the right to petition Parliament in a democracy. Photocopy of the advertisement is enclosed.
That "the right to petition Parliament in a democracy" with the "great antiquity and of immense importance for safeguarding the rights of the citizens" can be established in reality, if the matters are examined on merit, without considering the status or influence of the persons charged in any of the Petition.
I am enclosing herewith to be examined by the Petition Committee.
The enclosed Petition is having of a great antiquity and of immense importance for safeguard of the fundamental rights of the citizen, based on my own experience. The suggestion for a new Law "RIGHTS OF THE CITIZEN AND ACCOUNTABILITY OF PUBLIC SERVANTS ACT 2003" is very much important to ensure remedy against criminal misconduct by criminal means by the public servants, under their Nexus with wrong doers. If Law as suggested is enacted, it is strong belief of the undersigned that corruption, particularly based on misuse of the powers and abuse of the authority under Politics-Crime-Nexus, can be checked effectively.
For your kind consideration, I must refer some of the matters, relates to my social activities in larger public interests:
- I am the 1st Indian who was invited in his individual capacity before any Parliamentary Committee, as I was called on 27th September 1977 before Parliamentary Public Undertaking Committee meeting held at Parliament House itself. If you go through the records, you may satisfy that for that particular days meeting of the Committee exclusively was fixed to hear my evidence. Time for Committee Meeting was fixed just for 30 Minutes, but Meeting were continued for about 2 hours 30 Minutes.
- I have submitted suggestions before several Parliamentory Committees and invited in person to appear before some of such Committees to explain my suggestions.
- The present election reforms, uphold by Supreme Court is completely adopted from my suggestion referred in my Writ Petition filed in 1995 before Honble Supreme Court and in 1996 filed before the Election Commission of India. All these facts were referred in detail in my website:

The last amendments in Civil Procedure Code are completely adopted from my Writ Petition (Civil) No.3 of 1996 filed before Honble Supreme Court. The facts relating to the said Writ petition and such suggestions are also referred under the same website: http://milapchoraria.tripod.com/writpetition.
Please convey my Humble Submission before the "Committee on Petition" of the Parliament that every person, or authorities and retired Officials should be invited before the Committee to veryfy my statements. If anything proved wrong, I am liable to suffer stringent punishment for the same.
I hope, that my Petition will be presented before the "Committee on Petition" for examination on the merit and to consider the suggested law for its recommendations to Parliament.
